Very intersting article for Aldeyen published in Alray Alaam on Monday, worth discussion.
بعد التحرير، وفي محاولة لتجاوز أزمة الاتجاهين القومي واليساري، وجد العديد من أفراد النخب الثقافية والسياسية الكويتية من المنتمين إلى هذين الاتجاهين في الليبرالية ملجأ بديلاً، خصوصاً أنّ الليبرالية برزت كفكرة «منتصرة» بعد سقوط الاتحاد السوفياتي!والملاحظة الأساسية أنّ كثيرين، في الكويت، ممَنْ انتقلوا فعلاً أو ادعوا الانتقال من مواقعهم القومية واليسارية السابقة إلى الاتجاه الليبرالي، أو مَنْ يُطلق عليهم هذا الوصف، لم يكونوا مطلعين بشكل كافٍ على الليبرالية كاتجاه فكري، واقتصادي، وسياسي، وتطورها التاريخي، وتناقضاتها... إذ كان انتقالهم سريعاً من دون نقد جاد ومعمّق لأفكارهم القومية أو اليسارية السابقة، التي تخلوا عنها، وإن لم يكونوا جميعهم قد تخلوا عنها، حيث اكتفى معظمهم بالتبرؤ الساذج منها وترديد الشعارات السطحية المناقضة لها، ولم يتفحصوا بدقة الاتجاه الفكري الجديد، الذي انتقلوا إليه، أو ادعو انتقالهم له، أو اتهِموا بذلك، وقليل منهم ربما قرأ عنه أو حوله، خصوصاً أنّ الليبرالية مصطلح ملتبس بعض الشيء عندما نتناولها من مداخل مختلفة فلسفية، أو اقتصادية، أو سياسية، وإن كانت بشكل عام تتركز حول فكرة التحرر... حيث اهتمت في البداية وفقاً لمفهومها التقليدي بتحرير التجارة «دَعه يمر... دَعه يعمل»... ولاحقاً انتقلت إلى المجال السياسي حيث قُرنت الليبرالية بالديموقراطية، وهما ليستا كذلك تماماً... ناهيك عما شهده الاتجاه الليبرالي في العالم من تغيرات في مواقفه الاقتصادية – الاجتماعية، فبينما كان الليبراليون يؤيدون سابقاً دولة الرفاه والحقوق النقابية، فإنهم منذ عقد الثمانينيات من القرن العشرين اتخذوا مواقف تدعو إلى تقليص ضمانات دولة الرفاه وتقييد النقابات، وأصبح الميل السائد ضمن الاتجاه الليبرالي هو الميل «الليبرالي الجديد» الداعي إلى: تعظيم الأرباح مع التخلي عن المسؤولية الاجتماعية لرأس المال، وإطلاق المنافسة من دون قيود أو حدود أو حماية، والخصخصة، وتصفية دور الدولة، والتحلل من الهوية والثقافة الوطنية!وهناك ملاحظة طريفة تسترعي الانتباه، وهي أنّ «الليبراليين» الكويتيين، في معظمهم، لم يطلقوا يوماً هذه التسمية على أنفسهم، كما لم يطلقوها على تجمعاتهم وكتلتهم النيابية، وإنما هي تسمية أطلقها عليهم منافسوهم وخصومهم، أو اسبغتها عليهم الصحافة، وربما كان هذا إقرارا مسبقاً وصحيحاً بأنّ معظمهم ليس ليبرالياً ولم يَدَّعِ ذلك أصلاً، أو هي محاولة تجنب الملابسات، التي يحملها هذا المصطلح اللاتيني الأصل!وفي الوثائق الأساسية للتنظيمات القائمة، وعلى أرض الواقع والممارسة السياسية، نلاحظ أنّ هناك من جهة فارقاً بين الميل العام لدى «التجمع الوطني الديموقراطي»، الذي ينحو إلى «الليبرالية الجديدة»، وبين «المنبر الديموقراطي»، الذي لا يزال في وثائقه البرنامجية يتمسك بتوجهاته التقدمية العامة، ولا يقر تماماً التوجه «الليبرالي الجديد» خصوصاً في الميدان الاقتصادي – الاجتماعي، كما نلاحظ من جهة أخرى أنّ بعض قياديي «المنبر الديموقراطي» ونشطائه يحمل ميولاً «ليبرالية جديدة»، وهذا ما انعكس على الخطاب السياسي والبرلماني للمنبر فترة من الوقت، وذلك على خلاف توجهات وثائقه البرنامجية والطبيعة الشعبية لقواعده الاجتماعية تاريخياً، بحيث أصبح الأمر مادة للصراع الداخلي منذ نهاية العام 2000 مع «التيار الشعبي» داخل المنبر في الموقف تجاه قضايا الخصخصة، والرسوم على الخدمات، وحقول الشمال، وقانون التأمينات الاجتماعية، والمنظور الإسكاني، أولوية الإصلاح الاقتصادي، وكلفته الاجتماعية!وتبقى أخيراً ملاحظة جديرة بالتوقف أمامها وهي أنّ الخطاب السياسي الانتخابي لمرشحي المنبر، وتحديداً خطاب مرشحَيه الأستاذين عبداللّه النيباري ومحمد عبداللّه العبدالجادر في المعركة الانتخابية الأخيرة اتسم بشكل عام بالنفس الشعبي التقدمي، وهذه قد تكون بداية «عودة الوعي» أو «عودة الروح» إلى «المنبر الديموقراطي»... أما «التجمع الوطني الديموقراطي» فلم يكن له حضور واضح في الآونة الأخيرة، وإن كان في الغالب لا يزال محافظاً على توجهاته «الليبرالية الجديدة» ولكن من دون أن يسميها كذلك!وللحديث صلة...

Now that is a topic I can comment on freely ;)
The article is true in one fundamental issue: there are no Liberal groups in Kuwait. The label is given by religious groups to anyone who apposes them. Just like 3limani for example. So the rest of the article about the conflict and the reality of Liberalism and the New Liberalism is not applicable!
As for the Manber's program, I don't really beleive there is a clear 'ideology' behind it. I would not classify the Manber as an ideological group to start with because of the inconsistency in the groups stands, opinions and members backgrouds.

Your understanding is a result of the religeous groups propaganda. THEY label all their anemies as Librals but this is not totally true.
Some of the new generation of the Islamic leaders (e.g. Isma3eel elsha6i) is more Liberal in the economic sense of it than many of those who the Ikhwan call Librals :)

اتفق معك في فهم التجمعات الليبرالية في الكويت، فالواضح بغض النظر عن رأي التجمعات الدينية، لكن الجماعات المسماة بالليبرالية عندنا يغلب عليها طابع اللادينية دون وجود ايديولوجية محددة. وفي كثير من الأحيان نجد هذه التجمعات بعيدة جدًا عن الليبرالية، فللأسف إلى اليوم لا نرى أو نلمس تجمع ليبرالي بمعنى الكلمة، ولكن تجمعات ربما لادينية، وحتى مصطلح لاديني قد لا يكون مناسبًا، ولكن لا أستطيع ان اجد غيره.
وطبعًا لا بد من الأخذ بعين الاعتبار ان ما يطلق عليها تجمعات ليبرالية اليوم هي كلها ذات امتدادات يسارية وقومية بعيدة كل البعد في ايديولوجيتها ومنهجها عن الليبرالية.

أتفق معك بأنه لا توجد ليبرالية في الكويت، أما بالنسبة للمنبر، فأعتقد أن يعاني ازمة فكرية، فهم لا يزالون عالقون بين الفكر القومي اليساري القديم، ومحاولة إستبداله بالوطنية الليبرالية الحديثه.

We are going into a "loop definition" of Liberal groups in Kuwait - I think. To clarify, let me ask this: who are they? How do we 'know' them? Are they those who say we are 'Liberal' or those we think are acting liberal? Or those, as ma6goog alluded, who are socially free? Those are all different groups and not necessarly liberals as the article explains.
Those who are socially free and/or against religeous groups and/or 3ilmaniyeen are not necessarly liberals for the same reasons you expalined: lack of vision and bias!
As far as I know there is not a single political group in Kuwait that refers to itself asliberal. There might be individuals who claim this, but what they really mean in democracy and/or social freedom.
I don't mean to be picky, but definitions are the first step to addressing any problem and we don't seem to agree on a definition ;)

Regarding your question, when speaking about liberals we are litterly speaking about those anounce liberal groups, such as; Almenbar, Altajamo3, Alkharejeen, and Altahaluf.
Yet not all liberal in kuwait lack in liberalism, but I would confidently say the majority of them. The reason I would say is the mixed that is occuring between liberalism and the socialy free groups. Basically the "socialy free" groups are finding liberalism the closest environment for them. On the other hand, I believe liberals are capitalizing on the those socially free groups. As a result we are facing groups with lost identity/idealogy.
